COA states it is a production cel but it is not.
This is the original artwork for the teacher's bulletin board game entitled "Let's Learn To Tell Time".
and it is slightly larger than a 16 field measuring 16.5 x 13.5 inches.
This is the original artwork for this Disney publication on acetate just like an animation cel.
Its a 4 layer setup, and has notation "#8542 200%" along with the black/white target tags and registration crosses.
Layers are labeled  "Telling Time 7".
